Controversial BTN courses to be revamped

(Free Malaysia Today) - The Cabinet of Barisan Nasional is agreeing to revamp Biro Tata Negara programmes in the face of mounting criticisms by Pakatan Rakyat states which barred its employees from attending the so-called civic courses.

Minister in the Prime Minister’s Department Nazri Abdul Aziz told reporters in Parliament that the Cabinet decided to revamp the co-curriculum of the BTN courses to be in tune with Prime Minister Najib Abdul Razak’s 1Malaysia concept.

He said the decision was made to have an ‘inclusive’ course and not a divisive one.

“So I agree this (the BTN courses) should be revamped so the co-curriculum could be in line with the 1Malaysia concept because we have spent so much money (to bear the costs),” he said.

Revamp or no revamp of BTN makes no difference. It's too little too late. Too much damage had already been done to the psyche of many young Malaysians. The Selangor government had done it right by introducing her own courses for civil servants and places of higher learning to replace those from BTN. There should be no turning back on the action.

Selangor had set a pragmatic example. All PR states should promptly follow and enforce the ban on BTN to make it even more effective. UMNO's BTN will then realise there is an existence of a better alternative source of training for young Malaysians and will really be compelled to compromise or discontinue with their covert racist indoctrination programs.

Three Senior Ministers led by the DPM Muhyudin, Sharizkat and Nor the Agriculture Minister supported the BTN without checking the fact. On top of it to rub salt, the Home Minister laugh it off. Revamped???

This anti-national and Nazi-inspired racist propaganda BTN should be wrapped up together with Mahathir and sent to meet Hitler in one package.

The people have already bitterly tasted the way they revamped ACA into the criminal and homicidal MACC. That supposed 'good' intention of lessening corruption resulted in the MACC closing two eyes in favour of UMNO/BN's multiple multi-billion plunders and still counting, and at the same time, turned MACC into a vicious political weapon that kills and maims opposition witnesses.

Now, why on earth must a destructive, divisive and racist propaganda unit which shouldn't have been there to begin with, be overhauled?? Any sensible person would call for it to be shut down.

Suggesting an revamp of this Hitler-inspired propaganda machine smacks of insincerity; it is just an attempt to quieten things down. These traitors are now taking a step back only to cunningly advance again later. Judging by their records, they don't care about the destruction of the country for their trappings and hold on power.

Whatever the case, Pakatan States have to stay with their ban on this BTN and proceed with their planned road-shows against it in January. We have to keep up with the offensive to weaken Malaysia's #1 enemy. It would be wiser to take the battles into Umno's territory with popular support; to disrupt and minimize their conspired attacks on the Pakatan states and respected leaders like Tok Guru Nik Aziz.

Why can't the government just hear out whatever criticsm or comments some body or party has over their policies, make a detailed study of it and then come out with a solution. GST - TAX FOR ALL - THAT'S WHAT ONE MALAYSIA IS ALL ABOUT.

Najib: GST Bill to be tabled soon



NEW YORK, Nov 24 — Datuk Seri Najib Razak said a bill relating to the proposed introduction of the goods and services tax (GST) will be tabled for first reading at the end of the current Dewan Rakyat sitting.



The Prime Minister said the move was agreed to at the last Cabinet meeting.


I already blogged briefly about GST here.


“This will allow the public to give their comments, engage them, and if we find it necessary to fine tune it, we’ll do so,” he told Malaysian journalists covering his working visit to New York yesterday.

He stressed that if the government decided to introduce the GST in Malaysia, it would do so “very gently”.




“It’s not going to be an abrupt introduction,” Najib said, adding that if the GST materialised, the rate would not burden the poor or middle-class Malaysians.


At the moment, people with salary below RM3,000 per month can be exempted from income tax. Now a poor person in Malaysia should be earning less than RM3,000 and with GST, that person who was not paying income tax would now instead be required to pay GST.

Now how would "not burden the poor"?


“And, it would not lead to inflation,” he added.


He has to explain how he can guarantee that there will be no inflation as a result of GST. Inflation is defined as generally increases in price of goods and services. Now if something that cost RM100 now becomes, says after GST at 5% , RM105, to me as the ultimate payer of GST, there is a price increase.

One possibility of no price increase is for the price of goods to be reduced somehow, then after the GST of 5%, remains at RM100. The is the point of view for the man in the street.

As far as I know, after the price of petrol shot up durang Badawi's time, the hawkers raised their prices and the price of wan ton mee and teh tarik etc have remain unchanged even after the petrol price dropped.

Compliance costs to the business would increase so it is imaginable that in some way, the business community will seek to pass onto the consumers. Compliance costs ranged from software upgrade, training of staff, additional stationery, increased cost of irrecoverable trade debts etc. A business that do not pass on higher cost to its customers would be a rare breed.

Corruption is not rare in Malaysia. Corruption adds up to the cost of business and would be reflected in the selling price of goods and services so in addition to paying for cost of allt that nonsense, Malaysian consumers will now be taxed on leakages, inefficiency and corruption.

And how does this not impact the poor, and the not so poor as well?

The other possibility is that Malaysia’s CPI would be calculated net of GST. And lastly, when the CPI does move upwards, Najib can always bring out a host of other reasons like world economy, commodity prices etc in the controlled main stream press. Najib wins hand down.


"The Prime Minister pointed out that Malaysia was one of the few countries in the Southeast Asian region that had yet to implement the GST."


And Malaysia is the only country in SEA that distinguishes the entitlement of its citizens by race and religion. Care to comment on that?


“Basically, the whole world has introduced the GST,” he said.

Blimey, our PM runs the country on the basis of what other countries do, NOT what the citizens of this country with our own set of issues need and want. A Wakil Rakyat is suppose to represent the tax payers' voices in Parliament, and not implement things by following the whole world only.

If Najib still insist on this mode, then please follow the examples of the abolishment of apartheid in South Africa, come New Zealand is rated as the least corrupt nation in the world and why certain European countries can give high quality and free medical care to its citizens.


While tabling Budget 2010 in October, Najib said the government would take firm measures to strengthen its financial position and recognised that adequate revenue collection was vital to support rising expenditure as well as reduce the nation’s increasing debts.


Najib has failed to explain what constitute rising expenditure. I strongly recommend that by taking stern action on the AG reports, substantial cost savings can be achieved by firing negligent civil servants who have persistence practice of gross wastage, no more bail outs and open government tenders.

If I remember correctly, in the budget presentation, Najib mentioned that there would be a cost decrease of 11.2% so is there a consistency issue here? I blogged about this observation as below:

Najib mentioned about expenditure would be decreased by 11.2%but base on Jabatan Audit Negara’s report, most agencies have developed a culture to see who can overspend more, budget or no budget. A more effective way is to rigorously impose cost control, opening up government tenders, punishing errant officers reported in the JAN reports. That itself can generate savings."

Mahathir squandered RM100 bil, says new book

Malaysia has squandered an estimated RM100 billion on financial scandals under the 22-year rule of Dr Mahathir Mohamad, according to a new book about the former prime minister.

According to Barry Wain, author of the soon-to-be launched ‘Malaysian Maverick: Mahathir Mohamad in Turbulent Times’, direct financial losses amounted to about RM50 billion.

This doubled once the invisible costs, such as unrecorded write-offs, were taken into account. The RM100 billion total loss was equivalent to US$40 billion at then prevailing exchange rates.

Barry, who is a former editor of the Asian Wall Street Journal, says most of the scams, which included a government attempt to manipulate the international tin price and gambling by Bank Negara on global currency markets, occurred in the 1980s.

‘Malaysian Maverick’ is the first independent, full-length study of Mahathir, who retired in 2003 after more than two decades as premier. The book will be published globally next week by Palgrave Macmillan.


Wain writes that the Mahathir administration, which took office in 1981 with the slogan, “clean, efficient, trustworthy”, was almost immediately embroiled in financial scandals that “exploded with startling regularity”.

By the early 1990s, he says, cynics remarked that it had been “a good decade for bad behaviour, or a bad decade for good behaviour”.

Secret military deal with US

The book also reveals that:

Mahathir, despite his nationalistic rants, signed a secret security agreement with the United States in 1984 that gave the Americans access to a jungle warfare training school in Johor and allowed them to set up a small-ship repair facility at Lumut and a plant in Kuala Lumpur to repair C-130 Hercules transport aircraft.
Mahathir used a secret fund of his ruling Umno to turn the party into a vast conglomerate with investments that spanned almost the entire economy.
Mahathir’s Umno financed its new Putra World Trade Centre headquarters in Kuala Lumpur partly with taxpayers money, by forcing state-owned banks to write off at least RM140 million in interest on Umno loans.
Wain, who is now a writer-in-residence at the Institute of Southeast Asian Studies in Singapore, however credits Mahathir with engineering the country’s economic transformation, deepening industrialisation and expanding Malaysia’s middle class.

But Mahathir had undermined state institutions, permitted the spread of corruption and failed to provide for Malaysia’s future leadership, he says.

Last year, Petronas gained a total pre-tax profit of RM86.8 billion and so far, it has earned about RM600 billion. As the surge of international oil prices, it’s profits will as well substantially grow. Malaysia Airlines was said to have suffered losses every year. But why to spend RM1.55 million to buy three paintings to decorate its chairman’s office? And why to spend RM7,525 per day to recruit a foreign senior general manager?

Proton Holdings bought a 57.75% stake in MV Agusta for €70 million but sold it at €1 (RM4.50) a year later, causing Proton to lose €75.99 million (RM 348 million)?

Other excesses and wastages:

1. The Bank Bumiputra twin scandals in the early 1980s saw US$1 billion (RM3.2 billion in 2008 ringgit)

2. The Maminco attempt to corner the world tin market in the 1980s is believed to have cost some US$500 million. (RM1.6 billion)

3. Betting in foreign exchange futures cost Bank Negara Malaysia RM30 billion in the 1990s.

4. Perwaja Steel resulted in losses of US$800 million (RM2.56 billion). Eric Chia, was charged with corruption for allegedly steering US$20 million (RM64 million) to a Hong Kong-based company

5. Use of RM10 billion public funds in the Valuecap Sdn. Bhd. operation to shore up the stock market

6. Banking scandal of RM700 million losses in Bank Islam

7. The sale of M.V. Agusta by Proton for one Euro making a loss of €75.99 million (RM 348 million)

8. Wang Ehsan from oil royalty on Terengganu RM7.4 billion from 2004 – 2007

9. For the past 10 years since Philharmonic Orchestra was established, this orchestra has swallowed a total of RM500 million

10. In Advisors Fees, Mahathir was paid RM180,000, Shahrizat Abdul Jalil (women and social development affairs) RM404,726 and Abdul Hamid Othman (religious) RM549,675 per annum

11. The government has spent a total of RM3.2 billion in teaching Maths and Science in English over the past five years. Out of the amount, the government paid a whopping RM2.21 billion for the purchase of information and computer technology (ICT) equipments which it is unable to give a breakdown.

12. The commission paid for purchase of jets and submarines to two private companies Perimeker Sdn Bhd and IMT Defence Sdn Bhd amounted to RM910 million.

13. RM300 million to compensate Gerbang Perdana for the RM1.1 billion “Crooked Scenic Half-Bridge”

14. RM1.3 billion have been wasted building the white elephant Customs, Immigration and Quarantine (CIQ) facilities on cancellation of the Malaysia-Singapore scenic bridge

15. RM 100 million on renovation of Parliament building and leaks

16. National Astronaut Programme – RM 40 million

17. National Service Training Programme – yearly an estimate of RM 500 million

18. Eye on Malaysia – RM 30 million and another RM5.7 million of free ticket

19. RM 4.63 billion, ’soft-loan’ to PKFZ

20. RM 2.4 million on indelible ink

21. Samy announced in September 2006 that the government paid compensation amounting to RM 38.5 billion to the highway companies. RM 380 million windfalls for 9 toll concessionaires earned solely from the toll hike in 2008 alone.

22. RM32 million timber export kickbacks involving companies connected to Sarawak Chief Minister and his family.

Combined they could easily amount to the hundreds of billions of ringgits!

35. Wastages and forward trading of Petronas oil in the 1990s based on the low price of oil then. Since the accounts of Petronas are for the eyes of Prime Minister only, we have absolutely no idea of the amount. Whatever amount, you bet it is COLLOSSAL!

In Time Asia magazine issue on March 15 2004, South East Asian economist at Morgan Stanley in Singapore Daniel Lian, figures “that the country may have lost as much as U$$100 billion (RM320 billion) since the early 1980s to corruption.” Mind you, this is only corruption and it does not include wastages!

All the rakyat’s hard earned money down the drain and they have the audacity to raise fuel prices and asking the people to change their lifestyles.

Dr.Mahathir screwed up the Judiciary by sacking the
Lord President,Tun Salleh Abbas.As a result,we have
this joker lawyer,V.K.Lingam of the now famous quote,

What about Malaysia educational system,Dr.Mahathir
did away with English and replaced it with Bahasa

No wonder Malaysia economy is going down the drain. Our heighbouring countries must be very happy as Malaysia failure will be their gain. Actually, a more realistic figure is RM 20 billion per year for 15 years , totalling RM 330 billions were wasted (i.e. squandered)

Nevertheless, I disagree with the author with this “Wain, who is now a writer-in-residence at the Institute of Southeast Asian Studies in Singapore, however credits Mahathir with engineering the country’s economic transformation, deepening industrialisation and expanding Malaysia’s middle class.”

Give me RM330 billions and I can build 10 Singapore cities capable in accomodating the whole Malaysia population and that my friend, is an engineering feat.

RM100 billion could have built schools, hospitals, created more jobs and helped so many in poverty. It could also helped improve the living standards of the Indian community.

I have followed the example of our ruling politicians who only have foreign qualified doctors aqnd specialists to treat them and their families ... locally qualified malay doctors may not have made the mark, but passed out anyway.

And education in Malaysia, where the ruling politicians all educate their family overseas, 'cos they know the low standard of Malaysian universities (so-called institutions of higher learning) ... squandering plundered money from Malaysians doing all this while we are supposed to support their 1Malaysia CRAP and make do with a far inferior quality of Life, and still plunging downhill fast !

The case in point is the huge number of biography written about Mao after Mao's death. Generally Mao was deemed great only for era before 1959. He was, and still is regarded as a tyrant by the Communist Party of China. After suffering so much under Mao, Deng Xiaoping decreed upon his return from political wilderness that for its own good, China should de- emphasize the role-play of its leaders in governance. REMEMBERING TUN DR ISMAIL

Almost two years ago, I asked a group of friends during one of our mamak stall sessions whether they know a man by the name of Tun Dr Ismail Abdul Rahman. I received some weird stares. And quite expectedly, none of these three friends of mine actually had a clue of who this man was. - Who would you have preferred?

This is a clear proof of the failure of our education system, so I thought. Or was there a deliberate policy not to publicly acknowledge Tun Dr Ismail’s contribution to nation building – simply because his ideals, principles and sense of fairness were not in sync with our former PM of 22 years?

It is a shame to our country that Tun Dr Ismail’s biography titled “The Reluctant Politician” was only published 33 long years after his eventful passing, and by Institute of Southeast Asian Studies (ISEAS) which is based in Singapore! Why not a Malaysian publisher? Why the long wait?

The story goes that no Malaysian publishers dared to venture into the project lest it be seen that they were going against a certain Almighty PM! At least, Malaysians should be grateful that the long-awaited biography was authored by a fellow Malaysian, the renowned Dr Ooi Kee Beng, with Tun Dr Ismail’s eldest son, Tawfik, as consultant and adviser to the project.


To put it in historical perspective, Malaysia as a nation changed forever on that “fateful” night of 2nd August 1973. That night, Malaysia lost its most faithful and dependable son, DPM Tun Dr Ismail Abdul Rahman, because of a fatal heart attack. He was Malaya’s 3rd man throughout the negotiation for independence and nationhood, the formative years after independence, the communist insurgency, the formation of a new country called Malaysia and the Indonesian aggression thereafter, the eventual separation with Singapore, and the formation of Association of Southeast Asian Nations (ASEAN).

Up to then, he had held the posts of independent Malaya’s first Permanent Representative to the United Nations cum the Ambassador to the USA, as well as the ministerial portfolios of external affairs, internal security and home affairs – the latter portfolios seeing him put in charge of detaining people under the controversial Internal Security Act (ISA). He defended the necessity of the Act at that time of communist insurgency, stating that ”abuse of the Act can be prevented by vigilant public opinion via elections, a free Press and above all, the Parliament.”

Tun Dr Ismail retired in May 1967 as Malaysia’s respected and powerful Home Minister due to his worsening health. However, he was being hauled back (hence “The Reluctant Politician”) by Tunku Abdul Rahman and Tun Abdul Razak Hussein, again as Home Minister and later as DPM, to restore stability to Malaysia during the aftermath of the May 13 racial riots. He was called “the man who saved Malaysia”.

Robert Kuok, a close friend of Tun Dr Ismail describes him: “He was a lovely man with strength of character, high principles, and a great sense of fairness. In my opinion, he was probably the most non-racial, non-racist Malay I have met in my life. And I have met a very wide range of Malays from all parts of Malaysia. Doc was a stickler for total fair play, for correctness; total anathema to him to be anything else. Every Malay colleague feared him because of this, including MAHATHIR.”

I recall that in March 2008, I read in NST Online that the then Selangor UMNO Information Chief said that “those who want the New Economic Policy scrapped are historically blind” and that “the NEP is a time-tested policy”. I was furious. I would denounce him as the actual one who is historically blind!

Tun Dr Ismail, being the most influential racial policy-maker of his time, to the extent that Razak seldom disagreed with him, realised the danger of the preferential treatment in favour of the Malays but thought it necessary at that time of uneven competition caused by colonial policy. He, a passionate golfer, often liked to describe the NEP using a golfing metaphor.

Quoting from his biography, he likened the NEP to a handicap which “will enable them to be good players, as in golf, and in time the handicap will be removed. The Malays must not think of these privileges as permanent: for then, they will not put effort into their tasks. In fact, it is an insult for the Malays to be getting these privileges.”

I was told that in the early 70’s, many Malaysians believed that Malaysia would one day have a medically-trained PM in the name of Tun Dr Ismail Abdul Rahman (following on after our first two English-trained Barrister PMs). Never had they thought that it turned out not to be him but another medical doctor by the name of Mahathir Mohamad - the author of the infamous book “The Malay Dilemma”.

Although I had yet to be born in the early 70s but after having learned about the man, I now feel a real sense of “how it would have been” if Tun Dr Ismail were to helm the country during the years I innocently grew up. Given Tun Dr Ismail’s distrust towards Dr Mahathir’s extremist Malay nationalism, the latter would never become the PM who ruled Malaysia with an iron fist for 22 years!

As fate would have it, Tun Dr Mahathir was indeed a very lucky man, just as Tun Abdullah Ahmad Badawi was, albeit with no happy ending for the latter!

That’s why I call 2nd August 1973 a “fateful date that changed Malaysia forever”.

To play an active role in shaping the destiny of our beloved country, one needs to know its history during those crucial years. History “in fact”, not the history presented by the ruling government. I have no doubt that we had been systematically put through those sweet (but mind-poisoning) school days to think the way UMNO wanted us to think.

To the young people among my countrymen, while we learned and remember fondly about our founding fathers like Tunku and Tun Razak, there is another man who held the nation together during its most crucial times, and by doing that lost his life for the nation.

Forget him not.

Thanks Dinesh. Me too wish to see more is written about the man and his time. Perhaps we have to wait for another Singapore’s initiative, since the current 1 Malaysia PM is no different from TDM in terms of his tolerance for dissent!

On the ISA, TDI demanded of his subordinates a stringent adherence to due bureaucratic process and exercised extreme caution in choosing senior personnel. He once wrote in his memoir:

“To ensure that each case for detention was fully investigated and the pros and cons well argued before it reached me, I arranged for it to pass through the hands of several responsible senior officers of the police and Home Ministry. When it finally came to me, I went through each case carefully and when in doubt, I always slept over it. It really took a lot out of me to approve cases for detention, because some of the people detained were well known to me. My only consolation is that on my retirement, nobody could accuse me of sending anybody to detention camp out of malice.”

If what he wrote is sincere, which I believe it is, one can see it was from bottom (the police, Home Ministry) up to him as Minister, instead of the recent detentions which I tend to believe was from top (Home Minister, DPM or even PM) ordering the police to detain. Sadly, none of the recent HMs has any conscience in their hearts like TDI.

I absolutely agree with Ron on his write up. I have an unforgettable experience relating to Tun Dr.Ismail as DPM the way back 1971. I was then a young MARA officer stationed at Johore Bharu MARA state office. I have processed a loan application for buying a school bus from an applicant that I didnt know his political bearing. I have no reason not to support his application and eventually MARA has approved this application. Before MARA could disbursed the loan MARA received a letter from Senior Private Secretary of DPM asking for an explanation why MARA approved a loan to DAP strong supporter by attaching a complain letter from one of UMNO man. I have drafted the reply and edited by my Boss then stating amongst 1. MARA recommend the application not based on political bearing but the feasiblity of the project. 2. He has been a good loanee and has setlled his earlier loan to buy a school van. 3.He fulfilled all the relevant requirements. At lastly I mentioned that MARA must support the effort to provide a better transport system to ferry Malay children from kampongs to urban to get a better school. After a few months we received an answer to our joy and happiness. The DPM’s Private Secretary reply to MARA as (more or less) “jawapan tuan telah dipanjangkan kemakluman YAB Tun Tim. Perdana Menteri dan saya diarahkan mengucapkan Syabas kepada usaha MARA dalam menaikkan taraf pelajaran anak anak Melayu. Teruskan usaha yang murni ini dan kes ini di anggap selesai”. Just imagine if I am the said officer presently, where do you think I will be? Timbaktu, Conggo? During Mahathir era and after even a Ketua Cawangan UMNO can pushed a transfer of a Head Master or any government officer. Government officers were made the servants of UMNO hooligans. I have one more an unforgetable encounter with the late Tun Dr. Ismail as DPM. He passed away when I was in Kelantan and I cried in grief for this great man. Alfatihah….

QUESTIONS UNANSWERED - WHAT THEY DO NOT ANSWER.

BALA'S STATUTORY DECLARATION

STATUTORY DECLARATION

I, Balasubramaniam a/l Perumal (NRIC NO: xxxxxx-xx-6235) a Malaysian Citizen of full age and residing at [deleted], Selangor, do solemly and sincerely declare as follows :-

1. I have been a police officer with the Royal Malaysian Police Force having joined as a constable in 1981 attached to the Police Field Force. I was then promoted to the rank of lance corporal and finally resigned from the Police Force in 1998 when I was with the Special Branch.

2. I have been working as a freelance Private Investigator since I left the Police Force.

3. Sometime in June or July 2006, I was employed by Abdul Razak Baginda for a period of 10 days to look after him at his office at the Bangunan Getah Asli, Jalan Ampang, between the hours of 8.00 a.m. to 5.00 p.m. each working day as apparently he was experiencing disturbances from a third party.

4. I resigned from this job after 2 ½ days as I was not receiving any proper instructions.

5. I was however re-employed by Abdul Razak Baginda on the 05-10-2006 as he had apparently received a harassing phone call from a Chinese man calling himself ASP Tan who had threatened him to pay his debts. I later found out this gentleman was in fact a private investigator called Ang who was employed by a Mongolian woman called Altantuya Shaariibuu.

6. Abdul Razak Baginda was concerned that a person by the name of Altantuya Shaariibuu, a Mongolian woman, was behind this threat and that she would be arriving in Malaysia very soon to try and contact him.

7. Abdul Razak Baginda informed me that he was concerned by this as he had been advised that Altantuya Shaariibuu had been given some powers by a Mongolian ‘bomoh’ and that he could never look her in the face because of this.

8. When I enquired as to who this Mongolian woman was, Abdul Razak Baginda informed me that she was a friend of his who had been introduced to him by a VIP and who asked him to look after her financially.

9. I advised him to lodge a police report concerning the threatening phone call he had received from the Chinese man known as ASP Tan but he refused to do so as he informed me there were some high profile people involved.

10. Abdul Razak Baginda further told me that Altantuya Shaariibuu was a great liar and good in convincing people. She was supposed to have been very demanding financially and that he had even financed a property for her in Mongolia.

11. Abdul Razak Baginda then let me listen to some voice messages on his handphone asking him to pay what was due otherwise he would be harmed and his daughter harassed.

12. I was therefore supposed to protect his daughter Rowena as well.

13. On the 09.10.2006, I received a phone call from Abdul Razak Baginda at about 9.30 a.m. informing me that Altantuya was in his office and he wanted me there immediately. As I was in the midst of a surveillance, I sent my assistant Suras to Abdul Razak Baginda’s office and I followed a little later. Suras managed to control the situation and had persuaded Altantuya and her two friends to leave the premises. However Altantuya left a note written on some Hotel Malaya note paper, in English, asking Abdul Razak Baginda to call her on her handphone (number given) and wrote down her room number as well.

14. Altantuya had introduced herself to Suras as ‘Aminah’ and had informed Suras she was there to see her boyfriend Abdul Razak Baginda.

15. These 3 Mongolian girls however returned to Abdul Razak Baginda’s office at the Bangunan Getah Asli, Jalan Ampang again, the next day at about 12.00 noon. They did not enter the building but again informed Suras that they wanted to meet Aminah’s boyfriend, Abdul Razak Baginda.

16. On the 11.10.2006, Aminah returned to Abdul Razak Baginda’s office on her own and gave me a note to pass to him, which I did. Abdul Razak Baginda showed me the note, which basically asked him to call her urgently.

17. I suggested to Abdul Razak Baginda that perhaps it may be wise to arrange for Aminah to be arrested if she harassed him further, but he declined as he felt she would have to return to Mongolia as soon as her cash ran out.

18. In the meantime I had arranged for Suras to perform surveillance on Hotel Malaya to monitor the movements of these 3 Mongolian girls, but they recognized him. Apparently they become friends with Suras after that and he ended up spending a few nights in their hotel room.

19. When Abdul Razak Baginda discovered Suras was becoming close to Aminah he asked me to pull him out from Hotel Malaya.

20. On the 14.10.2006, Aminah turned up at Abdul Razak Baginda’s house in Damansara Heights when I was not there. Abdul Razak Baginda called me on my handphone to inform me of this so I rushed back to his house. As I arrived, I noticed Aminah outside the front gates shouting “Razak, bastard, come out from the house”. I tried to calm her down but couldn’t so I called the police who arrived in 2 patrol cars. I explained the situation to the police, who took her away to the Brickfields police station.

21. I followed the patrol cars to Brickfields police station in a taxi. I called Abdul Razak Baginda and his lawyer Dirren to lodge a police report but they refused.

22. When I was at the Brickfields police station, Aminah’s own Private Investigator, one Mr. Ang arrived and we had a discussion. I was told to deliver a demand to Abdul Razak Baginda for USD$500,000.00 and 3 tickets to Mongolia, apparently as commission owed to Aminah from a deal in Paris.

23. As Aminah had calmed down at this stage, a policewoman at the Brickfields police station advised me to leave and settle the matter amicably.

24. I duly informed Abdul Razak Baginda of the demands Aminah had made and told him I was disappointed that no one wanted to back me up in lodging a police report. We had a long discussion about the situation when I expressed a desire to pull out of this assignment.

25. During this discussion and in an attempt to persuade me to continue my employment with him, Abdul Razak Baginda informed me that :-

25.1. He had been introduced to Aminah by Datuk Seri Najib Tun Razak at a diamond exhibition in Singapore.

25.2. Datuk Seri Najib Tun Razak informed Abdul Razak Baginda that he had a sexual relationship with Aminah and that she was susceptible to anal intercourse.

25.3. Datuk Seri Najib Tun Razak wanted Abdul Razak Baginda to look after Aminah as he did not want her to harass him since he was now the Deputy Prime Minister.

25.4. Datuk Seri Najib Tun Razak, Abdul Razak Baginda and Aminah had all been together at a dinner in Paris.

25.5. Aminah wanted money from him as she felt she was entitled to a USD$500,000.00 commission on a submarine deal she assisted with in Paris.

26. On the 19.10.2006, I arrived at Abdul Razak Baginda’s house in Damansara Heights to begin my night duty. I had parked my car outside as usual. I saw a yellow Proton Perdana taxi pass by with 3 ladies inside, one of whom was Aminah. The taxi did a U-turn and stopped in front of the house where these ladies rolled down the window and wished me ‘Happy Deepavali’. The taxi then left.

27. About 20 minutes later the taxi returned with only Aminah in it. She got out of the taxi and walked towards me and started talking to me. I sent an SMS to Abdul Razak Baginda informing him “Aminah was here”. I received an SMS from Razak instructing me to “delay her until my man comes”.

28. Whist I was talking to Aminah, she informed me of the following :-

28.1. That she met Abdul Razak Baginda in Singapore with Datuk Seri Najib Tun Razak.

28.2. That she had also met Abdul Razak Baginda and Datuk Seri Najib Tun Razak at a dinner in Paris.

28.3. That she was promised a sum of USD$500,000.00 as commission for assisting in a Submarine deal in Paris.

28.4. That Abdul Razak Baginda had bought her a house in Mongolia but her brother had refinanced it and she needed money to redeem it.

28.5. That her mother was ill and she needed money to pay for her treatment.

28.6. That Abdul Razak Baginda had married her in Korea as her mother is Korean whilst her father was a Mongolian/Chinese mix.

28.7. That if I wouldn’t allow her to see Abdul Razak Baginda, would I be able to arrange for her to see Datuk Seri Najib Tun Razak.

29. After talking to Aminah for about 15 minutes, a red Proton Aeroback arrived with a woman and two men. I now know the woman to be Lance Corporal Rohaniza and the men, Azilah Hadri and Sirul Azahar. They were all in plain clothes. Azilah walked towards me while the other two stayed in the car.

30. Azilah asked me whether the woman was Aminah and I said ‘Yes’. He then walked off and made a few calls on his handphone. After 10 minutes another vehicle, a blue Proton Saga, driven by a Malay man, passed by slowly. The driver’s window had been wound down and the driver was looking at us.

31. Azilah then informed me they would be taking Aminah away. I informed Aminah they were arresting her. The other two persons then got out of the red Proton and exchanged seats so that Lance Corporal Rohaniza and Aminah were in the back while the two men were in the front. They drove off and that is the last I ever saw of Aminah.

32. Abdul Razak Baginda was not at home when all this occurred.

33. After the 19.10.2006, I continued to work for Abdul Razak Baginda at his house in Damansara Heights from 7.00 p.m. to 8.00 a.m. the next morning, as he had been receiving threatening text messages from a woman called ‘Amy’ who was apparently ‘Aminah’s’ cousin in Mongolia.

34. On the night of the 20.10.2006, both of Aminah’s girlfriends turned up at Abdul Razak Baginda’s house enquiring where Aminah was. I informed them she had been arrested the night before.

35. A couple of nights later, these two Mongolian girls, Mr. Ang and another Mongolian girl called ‘Amy’ turned up at Abdul Razak Baginda’s house looking for Aminah as they appeared to be convinced she was being held in the house.

36. A commotion began so I called the police who arrived shortly thereafter in a patrol car. Another patrol car arrived a short while later in which was the investigating officer from the Dang Wangi Police Station who was in charge of the missing persons report lodged by one of the Mongolians girls, I believe was Amy.

37. I called Abdul Razak Baginda who was at home to inform him of the events taking place at his front gate. He then called DSP Musa Safri and called me back informing me that Musa Safri would be calling my handphone and I was to pass the phone to the Inspector from the Dang Wangi Police Station.

38. I then received a call on my handphone from Musa Safri and duly handed the phone to the Dang Wangi Inspector. The conversation lasted 3 – 4 minutes after which he told the girls to disperse and to go to see him the next day.

39. On or about the 24.10.2006, Abdul Razak Baginda instructed me to accompany him to the Brickfields Police Station as he had been advised to lodge a police report about the harassment he was receiving from these Mongolian girls.

40. Before this, Amy had sent me an SMS informing me she was going to Thailand to lodge a report with the Mongolian consulate there regarding Aminah’s disappearance. Apparently she had sent the same SMS to Abdul Razak Baginda. This is why he told me he had been advised to lodge a police report.

41. Abdul Razak Baginda informed me that DPS Musa Safri had introduced him to one DSP Idris, the head of the Criminal division, Brickfields Police Station, and that Idris had referred him to ASP Tonny.

42. When Abdul Razak Baginda had lodged his police report at Brickfields Police Station, in front of ASP Tonny, he was asked to make a statement but he refused as he said he was leaving for overseas. He did however promise to prepare a statement and hand ASP Tonny a thumb drive. I know that this was not done as ASP Tonny told me.

43. However ASP Tonny asked me the next day to provide my statement instead and so I did.

44. I stopped working for Abdul Razak Baginda on the 26.10.2006 as this was the day he left for Hong Kong on his own.

45. In mid-November 2006, I received a phone call from ASP Tonny from the IPK Jalan Hang Tuah asking me to see him regarding Aminah’s case. When I arrived there I was immediately arrested under S.506 of the Penal Code for Criminal intimidation.

46. I was then placed in the lock up and remanded for 5 days. On the third day I was released on police bail.

47. At the end of November 2006, the D9 department of the IPK sent a detective to my house to escort me to the IPK Jalan Hang Tuah. When I arrived, I was told I was being arrested under S.302 of the Penal Code for murder. I was put in the lock up and remanded for 7 days.

48. I was transported to Bukit Aman where I was interrogated and questioned about an SMS I had received from Abdul Razak Baginda on the 19.10.2006, which read “delay her until my man arrives”. They had apparently retrieved this message from Abdul Razak Baginda’s handphone.

49. They then proceeded to record my statement from 8.30 a.m. to 6.00 p.m. every day for 7 consecutive days. I told them all I knew including everything Abdul Razak Baginda and Aminah had told me about their relationships with Datuk Seri Najib Tun Razak but when I came to sign my statement these details had been left out.

50. I have given evidence in the trial of Azilah, Sirul and Abdul Razak Baginda at the Shah Alam High Court. The prosecutor did not ask me any questions in respect of Aminah’s relationship with Datuk Seri Najib Tun Razak or of the phone call I received from DSP Musa Safri, whom I believe was the ADC for Datuk Seri Najib Razak and/or his wife.

51. On the day Abdul Razak Baginda was arrested, I was with him at his lawyers office at 6.30 a.m. Abdul Razak Baginda informed us that he had sent Datuk Seri Najib Tun Razak an SMS the evening before as he refused to believe he was to be arrested, but had not received a response.

52. Shortly thereafter, at about 7.30 a.m., Abdul Razak Baginda received an SMS from Datuk Seri Najib Tun Razak and showed, this message to both myself and his lawyer. This message read as follows :- “I am seeing IGP at 11.00 a.m. today …… matter will be solved … be cool”.

53. I have been made to understand that Abdul Razak Baginda was arrested the same morning at his office in the Bangunan Getah Asli, Jalan Ampang.

54. The purpose of this Statutory declaration is to :-

54.1. State my disappointment at the standard of investigations conducted by the authorities into the circumstances surrounding the murder of Altantuya Shaariibuu.

54.2. Bring to the notice of the relevant authorities the strong possibility that there are individuals other than the 3 accused who must have played a role in the murder of Altantuya Shaariibuu.

54.3. Persuade the relevant authorities to reopen their investigations into this case immediately so that any fresh evidence may be presented to the Court prior to submissions at the end of the prosecutions case.

54.4. Emphasize the fact that having been a member of the Royal Malaysian Police Force for 17 years I am absolutely certain no police officer would shoot someone in the head and blow up their body without receiving specific instructions from their superiors first.

54.5. Express my concern that should the defence not be called in the said murder trial, the accused, Azilah and Sirul will not have to swear on oath and testify as to the instructions they received and from whom they were given.

55. And I make this solemn declaration conscientiously believing the same be true and by virtue of the provisions of the Statutory Declaration Act 1960.

Nur Amalina Did Not Fail Medical School.

Dear all. I'm Charis, currently a 3rd year Edinburgh medical student.

I'm writing this as I'm absolutely saddened and disgusted by the rumours spread about my coursemate Nur Amalina Che Bakri or more popular known on the net as the 17A1 scorer. To clarify, she is doing very well and is actually doing an intercalated honours degree in Pharmacology with Industrial Experience. She did not fail her second year but actually did quite well. That intercalated degree is a very competitive one and she obtained it by her merit (with Bank Negara's funding). If I'm not mistaken, she has also obtained an ERASMUS transfer programme where she can do part of that course in a partner European university. She will be returning to 3rd year medicine in 2010, and if all things go well, graduate in 2013.

I understand that there is widespread dissatisfaction about the allocation of scholarships in Malaysia. However, whether it is just or not, I think that Nur Amalina or other scholars should never be victimised by false rumours. It is NOT their fault, whatever it is. Leave her alone, please. If your anger or frustration is meant to be at the scholarship-givers, i.e. the government or other organisations giving out scholarships, let it be directed at them and them only, and voice out your concerns and frustrations in a manner worthy of a concern citizen. There are flaws to the system, no doubt. There's the question on whether such a heavy cost of sending a scholar overseas is justified. Then, there is the issue of scholars who 'disappear' after graduating. There are scholars who fail year after a year, costing taxpayers a huge sum of money. And there's always that talk about the unclear criteria of selection for scholarships. But let's get our facts right before pointing our fingers, and perhaps check who we are pointing our fingers at, lest we wrongly defame and even character assasinate young scholars with great potential.
