It is up to the enforcement authorities to monitor sales of alcohol to underaged persons. Installing of CCTV, fines and revoking of licenses helps.
Too much of control on licenses le*** to proliferation of underground shops. The authorities must license underground shops and monitor them.
Too high taxes on liquor le*** to a proliferation of samsu and other cheap brands. Ironically, taxes on liquor and beers have to be brought down so that there is no impetus to make and sell samsu. It easier to control the big guys (Carlsberg, etc) than the small guys (Kalaivani).
One can ban whatever you want, but the very next week underground sales will sprout. I still can get my grass, ice or ecstasy when I want!
Shut the people from cigarettes, beers and alcohol and they will turn to sniffs and drugs. This nation has failed to control drugs and yet they aspire to restrict/ban alcohol! The 200,000 drug users today (mostly malays) may not have taken to drugs in the first place if alcohol was made more permissible. Till today there are underground video gaming shops mostly patronised by malays, chinese and now myanmarese and indons. Controlling these is a waste of time.
We may begin to see the rise of more drug users from Shah Alam. You just can't put out the fire.
